The latest report, explained

What inspectors found, October 2018

Restormel House was rated Outstanding overall; inspectors found exceptionally caring, personalised support, with Safe and Effective rated Good.

The inspection took place on 10, 11 and 18 September 2018. One inspector spoke with people, staff, managers and a healthcare professional. They observed daily life and reviewed care records, medicines records and other documents.

Five people were living at the home, which can support up to six people with learning disabilities, autism, Asperger's and some mental health needs. Inspectors found that people were safe, their health needs were met and staff were trained and competent.

Care was rated Outstanding for Caring, Responsive and Well-led. Staff were kind, respected people's choices and helped them achieve goals, build independence and take part in work, education and community life. Safe and Effective remained Good. The overall rating improved from Good at the January 2016 inspection.

What inspectors praised
  • Kind and respectful staff

Staff built trusting relationships and responded patiently to people's different communication styles, behaviours and emotional needs.

“Staff were kind and compassionate and built strong relationships based on trust with people they supported.” from the report
  • Personalised communication

Information about care, health, routines and activities was adapted using pictures, symbols, easy-read material and technology.

“The registered manager and staff had been creative and innovative in ensuring they responded appropriately and effectively to people's communication needs.” from the report
  • Building independence

People were supported to take part in community life, gain employment, manage finances and plan moves to more independent accommodation.

“There was a strong emphasis on people being able to develop their independence and to move on from Restormel House if they chose to do so.” from the report
  • Strong leadership

Managers promoted a positive culture and used audits, feedback and incident reviews to maintain and improve care.

“Exceptionally good governance of the service by both the provider and the registered manager benefitted people who lived there because it ensured the quality of care was maintained and enhanced.” from the report
What inspectors were concerned about
  • Kitchen space

    minor

The kitchen was small and was not always suitable when several people wanted to use it. The report says an additional kitchen area was being considered.

“Consideration had been given to creating an additional kitchen area as most of the people in the home liked to be involved in cooking and the current kitchen was small and not always suitable for the number of people using it.” from the report
Questions to ask them, based on this report
  1. 01How would you adapt communication, care plans and daily routines for my relative's specific communication needs?
  2. 02How would you support my relative to manage risks while still making their own choices and taking part in community activities?
  3. 03How would you support my relative to develop independence, employment or education opportunities, or move to more independent accommodation if they wanted to?
  4. 04How many people would normally use the kitchen at the same time, and has the additional kitchen area been created?
  5. 05How would you support my relative during changes in behaviour, anxiety or mental health needs, and which specialist services would be involved?
